CIRCULAR 2 June 1995

  1. Second Meeting of the Asia-Pacific Legal Metrology Forum

    The second meeting of the Asia-Pacific Legal Metrology Forum will be held at the International Convention Centre in Beijing, on Sunday 22 October 1995 at 9.30 am.
    Attached with this circular is a draft agenda on items for discussion at the meeting. Should there be other matters to be included on the agenda, I would be pleased to hear from you.
    Following on from the letter dated 1 June 1995 to all APLMF members on the Beijing meeting, I would appreciate if all members would indicate the number of participants in the delegation who are expected to attend the meeting, in order to facilitate meeting arrangements.
  2. Participation in Working Parties

    The response to the enquiry on participation in the various working parties which was formed to facilitate regional collaboration and co-operation is summarised as shown. The following economies have indicated an interest in participating in the work of the working parties, and I would request those members who have not responded to inform the secretariat as soon as possible of their areas of interest. However I would hope that all Forum members will participate in the surveys on legislative harmonisation and prepacked articles (See items 3 and 4).

  3. Survey on Harmonisation of Trade Measurement : Prepacked Goods Requirements

    A questionnaire survey on harmonisation of prepacked goods has been prepared and included in this circular. We would appreciate it if all Forum members could return response to the questionnaire to the secretariat by 15 August 1995. Where trade measurement requirements for prepacked articles is not the responsibility of the Forum member, we would appreciate it if you could arrange for the response from the appropriate organisation in your economy.
  4. Survey on Legislative Harmonisation

    A questionnaire survey on legislative harmonisation has also been included with this circular, and members are requested to return the questionnaire by 15 August 1995.
  5. International Organisation of Legal Metrology - Long-term Policy Statement

    OIML has recently published an information package on Long- term Policy, presented in three parts and which provides an overview of the factors influencing OIML's strategic orientations, the structures and activities of OIML, and the actions to be taken in order to fulfil its objectives. These are:
    - Metrology;
    - OIML Today; and
    - OIML Strategy.
    Forum members who would like to have a copy can request one from the Forum secretariat.
  6. Intercomparison of Testing

    A proposal has been received that the Forum also conduct an intercomparison on the testing of load cell in accordance with OIML IR 60. We would appreciate receiving your response to this proposal.
  7. Regional Conference on Standards and Conformance

    The Asia-Pacific Metrology Program (APMP) has proposed the organisation of a regional conference on Standards and Conformance to be held in 1996 (paper attached).
    The Forum secretariat will be attending a meeting soon to discuss this proposal. We believe there is a need to develop closer relations with the other regional organisations and a better understanding of the other components of the standards and conformance infrastructure. However we see our main priority as developing closer relations between legal metrology organisations in the region and believe the proposed conference is premature for the stage of legal metrology in the region and is possibly overly ambitious. Recognising the difficulties that Forum members have to attain travel funds, I believe that a significant attendance of legal metrology authorities at such a conference would only be likely if it was held in conjunction with our Forum meeting in November 1996.
    We would appreciate receiving your views on the APMP proposal so that we can provide a realistic response from the Forum.
  8. APEC Standards and Conformance Subcommittee

    In Circular No. 1 we provided the recommendations of the APEC Task Force on technical infrastructure development in the region. It is now proposed that the APEC conduct a further survey on infrastructure development which on this occasion will include legal metrology.
    I have enclosed a copy of the draft survey document and would request all Forum members to ensure that they provide input on legal metrology to their national response.
