CIRCULAR 14 August 1997
- 1. FOURTH FORUM MEETING , WORKING PARTIES MEETINGS, WORKSHOPS AND SEMINARS - SEPTEMBER 1997
- 1.1 Forum and Working Parties meetings.
The organisation of the Forum and Working Parties meetings and workshops/seminars with the ATPC (APLMF Tsukuba Preparatory Committee) is progressing well.
We have received response from a total of sixteen economies and more than fifty delegates and experts will be participating, namely:
Australia (5), Canada (2), People's Republic of China (6), Indonesia (3), Japan (the number to be finalised), Rep. of Korea (3), Malaysia (5), Mongolia (1), New Zealand (2), Papua New Guinea (1), Philippines (1), Russia (2), Chinese Taipei (2), Thailand (2), USA (4) and Vietnam (4).
The experts and resource persons, each in their particular area of expertise will be making presentations at the various workshops/seminars. They are:
- 22 - 24 Sept Workshop/Seminar on Introduction to High Capacity Flowmeters
- Mr Ian Hoerlein Head, Trade Measurement, National Standards Commission, Australia; and - Mr George Smith Electricity and Gas Specialist, Measurement Canada
- 24 - 26 Sept Workshop/Seminar on Legislation & Administration
- - Mr John Birch A.M. Convenor APLMF and Executive Director, National Standards Commission, Australia
- - Dr. Knut Birkeland Former Director General, Norwegian Metrology Service and President of OIML (1980-1994)
- - Mr Robert Bruce Program Manager, Measurement Canada
- - Mr J. Eguchi Deputy Director, Weights & Measures Office, MITI, Japan
- - Mr Richard Knapp Former Director General Legal Metrology Industry Canada
- 1 - 3 October Training Workshop on Implementation of OIML Recommendation 76 (non-automatic weighing instruments)
- - Mr Shi Chanyan China State Bureau of Technical Supervision (CSBTS)
- - Mr Keith Mann National Standards Commission, Australia
- - Mrs Kerry Marston National Standards Commission, Australia
Mr B Athane, the Director of BIML representing the International Organisation of Legal Metrology (OIML) will also be attending the Forum meeting and a representative of the Japanese overseas aid organisation, JICA, has been invited to make a presentation on Japan's policies on technical and financial assistance for legal metrology development in the region.

- 1.2 Time Schedule of Forum and Working Parties meetings, Workshops/SeminarsAll meetings and workshops/seminars are scheduled to start at 9:00 and end at 17:30 except for Monday 29 September, when the Forum meeting/NRLM tour will end at 17:00 as there will be a Welcome Party at 18:00.
As mentioned in the Information Package, there will be a courtesy bus service to and from the hotels to the APLMF meetings/workshops during the forum.
- 1.3 Documents for the Meeting
A folder with documents for the meeting will be sent to all delegates in the first week of September, and documents for the workshops/seminars will be distributed during the sessions.
- 1.4 Getting to Tsukuba
Please refer to the Information Package prepared by the ATPC on hotel accommodation, transport arrangements, maps etc. sent out to members in Circular 13.
You will find directions on getting to Tsukuba from Narita airport in Tokyo, and the time-table for the limousine bus or rail transport. Taxis are also available, and the taxi fares are about u20,000.
