1. LAWS OF METROLOGY
Brunei Darussalam through Measurement Standards Laboratory is still on the process developing an Act known as National Measurement Order. This legislation will appoint the Measurement Standards Laboratory as the National Metrology Laboratory and National Legal Metrology Body. Through this legislation also the National Metrology Board will be established with the Measurement Standards Laboratory as it secretariat. This legislation will act as the umbrella of all metrology activities both legal and scientific metrology to support the Brunei Darussalam Metrology Infrastructure and vice versa the National Quality Infrastructure.
Weights and Measures Act 1983, Chapter 151 is a legislation has been used by the Weights and Measures, Ministry of Energy, Manpower and Industry to enforce only for domestic trade measurements in Brunei Darussalam.
Whereas legal metrology in other fields such as medical devices, road safety, land survey, agrifood products, construction, import taxation, legal scientific and utilities devices are enforced by different government authorities.
1.1 Legal requirements for traceability
Currently, Brunei Darussalam through Measurement Standards Laboratory is still on the process developing legislation to put all measurements in Brunei Darussalam shall be traceable to the national metrology laboratory.
Weights and Measures Act 1983, Chapter 151 is a legislation has been used by the Weights and Measures, Ministry of Energy, Manpower and Industry to enforce only for domestic trade measurements in Brunei Darussalam.
Whereas legal metrology in other fields such as medical devices, road safety, land survey, agrifood products, construction, import taxation, legal scientific and utilities devices are enforced by different government authorities.

3. STRUCTURE OF METROLOGICAL CONTROL AUTHORITIES
3.1 National organization for legal metrology:
The Measurement Standards Laboratory plays the role as the National Legal Metrology Institute (NLMI) and National Metrology Institute (NMI). This will be stated under the National Measurement Order.
Weights and Measures, Ministry of Energy, Manpower and Industry Department is the authority enforcing Weights and Measures Act 1983, Chapter 151, which focussed on domestic trade measurements.
Whereas legal metrology in other fields are enforced by different authorities such as the Healthcare Technology Department, Road Transport Department, Royal Customs and Excise, Department of Electrical Services, Department of Land Survey, Authority of Building and Construction Industry, Department of Water Services, Department of Scientific Services, Energy Down Stream Division and Agriculture & Agrifood Department.
3.2 Custodian of National Standards
The National Measurement Order which will stated the Measurement Standards Laboratory will plays the role as the custodian of the National Metrology Institute (NMI) and National Legal Metrology Institute (NLMI) in Brunei Darussalam.
Whereas, The National Standard Centre, Ministry of Energy, Manpower and Industry is the National Standards Body and National Accreditation Body. These also will be stated under the National Quality Infrastructure Act which is still on the progress of gazette through Attorney General’s Chamber (AGC).
3.3 National organizations responsible for maintaining primary standards
The Measurement Standards Laboratory is also responsible for the establishment and maintenance of Brunei Darussalam’s highest metrology reference standards traceable to the International System of Units (SI).

In Brunei Darussalam the measurements for domestic trade are regulated by the Weights & Measures Act 1983, Chapter 151 and its regulation. Through this legislation the Weights and Measures conducted both enforcement and verification in Brunei Darussalam for measurement in domestic trade.

6. VERIFICATION (CONFORMITY ASSESSMENT), INSPECTION AND REVERIFICATION

7. ACCREDITATION AND CERTIFICATION SYSTEMS

Currently Brunei Darussalam is actively developing legislation to ensure for scientific metrology and legal metrology will administered and undertaken by appointed Government Agency. Through this, Brunei Darussalam Metrology Infrastructure will be established together with the National Metrology Board and National Measurement Order & its regulation.
The National Standards Centre, Ministry of Energy, Manpower and Industry is at the moment the national accreditation focal point responsible for the assessment and accreditation of certification bodies (for products and quality management systems), test and calibration laboratories, and other conformity assessment organizations by utilizing the Foreign Accreditation Body. The Centre is also the National Standards Body in Brunei Darussalam. Whereas, the Centre is in the progress developing the Centre as the Accreditation Body according to ILAC, IAF and APAC MRAs.

The minimum education qualification of the inspectors of weights and measures is High National Diploma or equivalent. The inspectors will undergo continuous customized training conducted by legal metrology organizations such as the ASEAN Consultative Committee for Standards and Quality-Working Group3 on Legal Metrology (ACCSQ WG3). Whereas training in other legal metrology fields are still under consideration.

Overseas training courses for domestic trade measurements are regularly organized by the ASEAN Consultative Committee for Standards and Quality- Working Group3 on Legal Metrology for the Inspectors of Weights and Measures.
