​​Economy Detail

​1. Laws of Metrology
​1.1. The Vietnam Metrology Law approved by the Vietnam National Assembly on November 11th, 2011 and took effect as from July 1st, 2012.
 
1.2. In order to implement Vietnam Metrology Law, the following regulations have been issued:
 
- The Decree No 86/2012/ND-CP for implementing Vietnam Metrology Law by the Government on October 19th, 2012.
- 07 Circulars for implementing the Law on Metrology were issued by Minister of Ministry of Science and Technology (MOST) included:
+ Circular No 14/2013/TT-BKHCN on approval of National measurement standards in 2013;
+ Circular No 22/2013/TT-BKHCN on measurement management on trade of gold & quality management on trade of jewel in 2013;
+ Circular No 23/2013/TT-BKHCN on Group 2 measuring instruments in 2013;
+ Circular No 24/2013/TT-BKHCN on management of Verification, Calibration, Testing in 2013;
+ Circular No 28/2013/TT-BKHCN on State metrological supervision in 2013;
+ Circular No 21/2014/TT-BKHCN on quantity of prepackaged goods in 2014;
+ Circular No 15/2015/TT-BKHCN on measurement management and quality management on fuel in 2015.
 
Whenever a document concerning metrology law, decree and regulation etc. is laid down, the requirements of related international recommendations and documents of OIML have generally been adopted.
​​2. Legal Units of Measurement
​SI units of measurement adopted by the state are national legal units of measurement specified in Decree No 86/2012/ND-CP.
​​3. Structure of Metrological Control Authorities
3.1 National Organization for legal metrology 

The national authority for legal metrology is:
            Directorate for Standards and Quality (STAMEQ in short )
            8 Hoang Quoc Viet Road, Cau Giay District, Hanoi, Vietnam

STAMEQ has responsibility for advising the Government on the scientific, technical and legislative requirements of the national measurement standards system and has specific responsibilities for managing the national measurement standards system, and legal metrology.

3.2 Custodian of National Standards 

The custodian of national standards of measurement are The National Measurement Standards Laboratories. Most of these Labs. are at Vietnam Metrology Institute belonging STAMEQ. Some of specific Labs. are going to be established at other sectors. Except Standards for Radioactivity and Exposure at Institute for Science and Technology on Nuclear.

3.3 National Organization responsible for maintaining primary standards

National organization responsible for maintaining primary standards. ( see clause 3.2 )

3.4 Regional and local verification organizations

 At present, there are three Technical Centers for Quality Assurance Testing - Measurement (QUATEST).
            Quatest 1 in Hanoi ( in the North ).
            Quatest 2 in Danang ( in the Central).
            Quatest 3 Ho Chi Minh City (in the South ).
            These QUATESTS verify and test most of Group 2 measurement instruments used in trade and industry.

At the local level, in 63 provinces there are 63 Branches for Standards, Metrology and Quality.
Beside the State System recently there are 304 Authorized Verification Bodies in various industrial sectors. Most of them carry out verification of electrical meters, water meters, clinical thermometers, retail scales, weights, instruments for measuring blood pressure, etc.

3.5 Instrument calibration and evaluation systems
​

Calibration on measuring instruments has been performed by accredited calibration laboratories. The Vietnam Laboratory Accreditation Scheme (VILAS) is a national accreditation body established under Directorate for Standards and Quality (STAMEQ) to accredit the calibration laboratories in accordance with the STAMEQ regulations, ISO/IEC 17025 and ISO/IEC 17020 and evaluate in technical and operational competence of laboratories to perform calibration.
​​4. Range of Equipment Subject to Legal Metrology
The list of Measuring equipment subject to legal metrology control is specified Circular No 23/2013/TT-BKHCN on Group 2 measuring instruments in 2013;
​​5. Type Approval
​STAMEQ has the responsibility of ensuring that the design of the measuring instrument meets certain criteria to ensure accurate measurements. However, as lack of equipments for testing as well as documents concerning, only some sorts of instruments can be tested for pattern approval. Up till now, there have been 7818 measuring instruments issued with pattern approval. Most of them are non-automatic weighing instruments, fuel dispensers, cold water meters, electricity meters, taximeters, etc.
6. Verification (Conformity Assessment), Inspection and Reverification
6.1 Legal and technical requirements for verification and reverification

A measuring instrument can only be used for trade after it has been verified by the state administration agencies or authorized units.
 
            The requirements for verification are as follows:
            - The instruments must operate within the appropriate limits of error that may be tolerated under the regulations at verification.
            - The instruments must be of an approved pattern, except the case it cannot be carried out.  
​            -
 The instruments must have no graduations in a unit of measurement other than a unit of SI within the meaning of the Ordinance on                measurement.
​​7. Accreditation and Certification Systems
7.1 Accreditation systems for legal metrology, calibration and testing laboratories. Traceability to national, regional, international or foreign measurement standards 

The Vietnam Laboratory Accreditation Scheme (VILAS) is a national accreditation body established under Ministry of Sience anh Technology (MOST) to evaluate the technical and operational competence of laboratories and inspection bodies to perform tests, calibration and/or inspection in a certain field, and accredit them in accordance with ISO/IEC 17025 and ISO/IEC 17020.
           
The Vietnam Laboratory Accreditation Scheme ( VILAS ) was set up in 1992. Up till now, there are 206 Accredited testing & Calibration Laboratories including of 26 Accredited Calibration Measurement Laboratories such as Volume & Flow Measurements Lab, Mass  Measurements Lab, Force & Hardness Measurements Lab, Force & Hardness Measurements Lab, Length Measurements Lab, Length Measurements Lab, Length Measurements Lab, Electrical Measurements Lab, Electrical Measurements Lab, Electrical Measurements Lab,  Temperature Measurements Lab, Time & Frequency Lab, Electro-Magnetic Measurements Lab, Physico-Chemical Measurements Lab, etc.
​
7.2 Legal and applied metrological activities in ISO 9000 quality measurement systems 

Vietnam adopted the ISO 9000 series as Vietnam Standards in 1995 as TCVN ISO series. Up to now, there are approximately 3000 organizations granted by Certificate of ISO 9000 series.
8. Legal Metrology Practitioners
8.1 Numbers

4737 verifiers carry out verify measuring instruments on the whole country until now. 

8.2 Qualification/training

The qualification of the technical officers is in the fields of engineering and physical sciences

8.3 Training organizations and courses organised

Inspectors are certified by Ministry of Science and Technology after completion of training courses.
9. Packaging
9.1 Legislative control for packaging

Circular No 21/2014/TT-BKHCN on quantity of prepackaged goods issued in 2014; 
Binding Technical regulation DLVN 326:2015 for assessment for quantity mark certification issued in 2015.

STAMEQ and Provincial Branches for Standards, Metrology and Quality.
10. Sanctions
The Decree No 80/2013/ND-CP for administrative fine on violations of standardization, metrology and quality control was issued by the Government in July 2013.
